Picogrid Adds Retired Generals Cartier and Moore to Its Air Force Team

EL SEGUNDO, CA, November 3, 2025 – Picogrid, a leading developer of integrated systems technology, today announced two new additions to its Air Force team. Retired Brigadier General Brenda Cartier joined the company as Director of Government Solutions, while Retired Lieutenant General Rick Moore joined as a Senior Advisor. Both bring decades of experience in the Air Force.
Air Force leaders are calling for faster modernization to outpace near-peer competitors. Countries and non-state actors increasingly threaten U.S. air operations and bases globally. Secretary of the Air Force (SECAF) Troy Meink framed the challenge: “The ability for us to dominate the air domain has really come under threat a number of times…the only way we will be able to [do it] is to innovate, and we have to innovate faster than our adversaries.”
The new appointments position Picogrid to meet the operational needs identified by SECAF Meink. Air Force customers are already using Picogrid’s Legion software—linking sensors, unmanned systems, and legacy platforms through an open-systems architecture—for base defense and battlefield management. The software improves situational awareness, autonomously identifies threats, and supports information sharing with allies.
Brenda Cartier, who joins Picogrid to lead its Air Force team, was a Fire Control Officer on the AC-130U gunship with the Air Force Special Operations Command (AFSOC) and the first female Air Commando general officer in Air Force history. Her 30-year career includes leadership roles within AFSOC, U.S. Special Operations Command, and Air Education and Training Command, with more than 4,000 flight hours logged across multiple platforms.
Rick Moore most recently served as the Air Force’s Deputy Chief of Staff for Plans and Programs, where he led future initiatives and budgets, and as the Chief of Staff for the U.S. Air Forces in Europe and Air Forces Africa. He is a Senior Advisor to select companies, including Picogrid and McKinsey & Co.
